My Lord,

I regret to report to your Lordship
that during the past three months, acts of Piracy
very much in the vicinity of this Island have increased; so much so indeed, that I fear, unless
some effectual steps are taken for its suppression,
the trading interests of the Colony will materially suffer.
The subject has been under my consideration, and brought more than once to the notice of the Chinese Imperial Commissioner, but it has again more particularly attracted my attention in consequence of an attack having recently
